Recently, at the domestic governance level, the CAC, MIIT, and MPS announced the launch of the 2026 Series of Special Campaigns for Personal Information Protection. The CAC published a draft for comment on the Provisions on Simplified Measures for Personal Information Protection by Small Personal Information Handlers, planning to streamline compliance obligations for small personal information processors. The CAC issued the Interim Measures for the Administration of Artificial Intelligence Anthropomorphic Interaction Services and the Measures for the Administration of Cybersecurity Labeling. The MIIT and other departments issued the Measures for Ethical Review and Services of Artificial Intelligence Technology (Trial). The NDA published a draft for comment on the Guidelines for Data Property Rights Registration (Trial). Internationally, the European Parliament agreed on a proposal to simplify artificial intelligence rules. The EDPB released its 2025 annual report, with annual fines exceeding €1.1 billion. Italian court revoked the €15 million fine against Open AI.

Notice of the CAC on Public Consultation for the Provisions on Simplified Measures for Personal Information Protection by Small Personal Information Handlers (Draft for Comment)


On April 3, 2026, the CAC issued the Provisions on Simplified Measures for Personal Information Protection by Small Personal Information Handlers (Draft for Comment) (hereinafter referred to as the “Provisions”) and opened it for public consultation until May 3, 2026. Article 62 of the Personal Information Protection Law (PIPL) provides a legislative basis for formulating special rules and standards for small personal information handlers. The Provisions define a small handler as a personal information handler that processes personal information of fewer than 100,000 individuals. It simplifies obligations including personal information handling rules, notification, legal basis, security incident notification, audits, and PIA, balancing compliance costs and innovation for small handlers.

CAC and Other Departments Issue the Interim Measures for the Administration of Artificial Intelligence Anthropomorphic Interaction Services, Effective July 15, 2026


On April 10, 2026, the CAC, NDRC, MIIT, MPS, and SAMR jointly issued the Interim Measures for the Administration of Artificial Intelligence Anthropomorphic Interaction Services (hereinafter referred to as the “Anthropomorphic Measures”), effective July 15, 2026.

The Anthropomorphic Measures apply to persistent emotional interaction services that use artificial intelligence technologies to simulate human personality traits, thinking patterns, and communication styles provided to the public in the mainland, including emotional care, companionship, and support. Smart customer service, knowledge Q&A, work assistants, learning and education services, and other services not involving persistent emotional interaction are excluded.

The Anthropomorphic Measures clearly stipulate prohibited acts, minor protection, security assessment, and algorithm filing. In particular, they emphasize that virtual intimate relationship services such as virtual relatives and virtual companions shall not be provided to minors. Meanwhile, the CAC issued the Measures for the Administration of Digital Virtual Human Information Services (Draft for Comment) (hereinafter referred to as the “Virtual Human Measures”) for public comment at the same period. The latter focuses on regulating the production and use of virtual digital images, with some overlap in scope with the Anthropomorphic Measures. Relevant enterprises are advised to conduct compliance self inspections and monitor the legislative progress of the Virtual Human Measures.

Notice by 10 Ministries Including MIIT on Issuing the Measures for the Review and Service of Artificial Intelligence Science and Technology Ethics (for Trial Implementation)


On March 20, 2026, 10 ministries and commissions including the MIIT jointly issued the Measures for the Review and Service of Artificial Intelligence Science and Technology Ethics (for Trial Implementation) (hereinafter referred to as the “Measures”), which came into force on the date of issuance.

The Measures apply to AI activities conducted within the territory of China that may pose ethical risks. Entities engaging in AI science and technology activities such as universities, research institutions, medical institutions, and enterprises are required to establish an AI Science and Technology Ethics Committee or entrust a professional AI Ethics Review and Service Center to conduct ethical reviews throughout the life cycle of their activities.

• The review focuses on six core areas: human well being, fairness and justice, controllability and trustworthiness, transparency and explainability, accountability, and privacy protection.

• The review procedures include application and acceptance, general procedure, simplified procedure, expert review procedure, and emergency procedure. Applicants shall submit an activity plan, risk assessment, and other materials. The general procedure focuses on human well being and fairness; the simplified procedure applies to low risk activities or minor adjustments; the expert review applies to specific activities listed in the annex; the emergency procedure applies to urgent situations.

According to the annex to the Measures, the List of AI Science and Technology Activities Subject to Mandatory Expert Ethics Review covers high risk activities such as human machine integration systems, algorithm models with public opinion mobilization capabilities, and highly autonomous automated decision making systems, and will be dynamically updated as needed.

Announcement by the CAC, MIIT, and MPS on Launching the 2026 Special Campaigns for Personal Information Protection


On April 2, 2026, the CAC, the MIIT, and the MPS jointly issued an announcement to launch special campaigns for personal information protection in 2026.

The special campaigns will focus on rectifying problems in seven areas:

• Illegal and improper collection and use of personal information by Apps and SDKs, including failure to disclose collection rules and forcing user consent.

• Excessive collection of information and difficulty in turning off automated recommendations in the internet advertising sector.

• Illegal processing of minors’ information and excessive collection of parents’ information by educational institutions.

• Leakage of travel and address information by ticketing platforms and courier companies in the transportation sector.

• Excessive collection of information, abuse of facial recognition, and internal management loopholes in medical and health institutions.

• Excessive collection of information in the name of risk control and illegal provision of information by assistance lending platforms in the financial sector.

• Special crackdown on illegal crimes such as insider trading and reselling of personal information.
