The CAC and Four Other Authorities Jointly Issue the Provisions on the Administration of Multi-Channel Distribution Services for Internet Information Content


On May 29, 2026, the Cyberspace Administration of China (CAC), the Ministry of Public Security, the Ministry of Culture and Tourism, the State Administration for Market Regulation (SAMR), and the National Radio and Television Administration jointly released the Regulations on the Administration of Multi-Channel Distribution Services for Internet Information Content (hereinafter referred to as the “Regulations”), effective September 1, 2026. The Regulations consist of five chapters and 31 articles. For the first time, they systematically regulate entities commonly known as “MCNs” (Multi-Channel Networks) – i.e., “multi-channel distribution service providers for internet information content” – covering dimensions such as establishment and operation, service standards, supervision and inspection, and legal liabilities. This marks the formal inclusion of the MCN industry, which previously relied mainly on platform rules and self regulation, into the administrative regulatory framework. At the same time, the Regulations further strengthen the review and supervision obligations of “platform information service providers.”

The State Council Issues the Provisions of the State Council on Outbound Investment


On June 1, 2026, the State Council issued the State Council Regulations on Outbound Investment (hereinafter referred to as the “Regulations”), effective July 1, 2026. The scope of application of the Regulations includes outbound investment by investors within the territory of the People’s Republic of China. The Regulations explicitly provide for: establishing and improving a security review system for outbound investment; strengthening monitoring, early warning, and risk assessment of outbound investment; and where a foreign country (or region) imposes trade‑related investment barriers or other obstacles to investment and operation, the competent commerce department under the State Council may, on its own or jointly with relevant departments, conduct investigations. Based on the investigation results, the relevant departments under the State Council may take measures such as adjusting investment policies with respect to the country concerned, or prohibiting or restricting the import/export of relevant goods and technologies.

MIIT Grants Pilot Approvals to 166 Foreign-Invested Enterprises, Covering All Value-Added Telecommunications Services


Recently, MIIT disclosed that since the first batch of pilot approvals for value-added telecommunications service operations was granted in February 2025, 166 foreign-invested enterprises have obtained approvals. These enterprises may lawfully conduct value-added telecommunications services such as internet data center services, internet access services and information services. This development continues the policy direction of MIIT’s 2024 pilot program for expanding the opening-up of value-added telecommunications services, namely the pilot removal, in Beijing, Shanghai, Hainan and Shenzhen, of foreign equity ratio restrictions for internet data center services (IDC), content delivery network services (CDN), internet access services (ISP), online data processing and transaction processing services, as well as information publishing platform and delivery services within information services (excluding internet news information, online publishing, internet audio-visual programs, and internet culture operations), and information protection and processing services.
