Recently, China has seen intensive updates to rules on artificial intelligence, personal information protection, and intellectual property, covering cooperation and development in artificial intelligence, simplified measures for small-scale personal information processors, agent interaction security, and revision of the Copyright Law implementation regulations. Regulatory enforcement has continued to focus on outbound data transfers, protection of minors, algorithm filings, and unlawful collection of personal information. Overseas, the EU AI Act simplification measures entered into force, accompanied by multiple enforcement actions under the DSA and DMA; the United States, France, and Italy strengthened children’s online safety protections; and South Korea announced administrative penalty cases involving personal information breaches and cross-border data transfers.

On July 24, 2026, the Cyberspace Administration of China and the Ministry of Public Security jointly issued the Provisions on Simplified Personal Information Protection Measures for Small-Scale Personal Information Processors (the “Provisions”), effective September 1, 2026. The Provisions apply to personal information processors in China that process the personal information of fewer than 100,000 individuals and provide simplified or more flexible measures concerning personal information processing rules, notice and consent, outbound transfers of personal information, compliance audits, impact assessments, and regulatory penalties.

TC260 Solicits Public Comments on the Cybersecurity Standards Practice Guide—Security Requirements for Agent Interactions (Draft for Comments)


On July 29, 2026, the Secretariat of the National Cybersecurity Standardization Technical Committee issued a notice soliciting public comments on the Cybersecurity Standards Practice Guide—Security Requirements for Agent Interactions (Draft for Comments) (the “Interaction Security Requirements”). The deadline for comments is August 12, 2026.

The Interaction Security Requirements are primarily directed at providers of agent-related services and are intended to strengthen security safeguards in agent interaction scenarios and prevent new risks that may arise during the rapid development and deployment of agents. As agents evolve from single-turn question-answering to task planning, tool invocation, cross-system collaboration, and automated execution, the relevant risks extend beyond traditional content safety to identity recognition, access control, interaction boundaries, controllability of behavior, and incident handling. The publication of the draft reflects the increasing granularity of China’s standardized requirements for agent security governance.

The National Copyright Administration Solicits Public Comments on the Regulations for the Implementation of the Copyright Law of the People’s Republic of China (Draft Revision for Public Comment)


On July 13, 2026, the National Copyright Administration issued the Regulations for the Implementation of the Copyright Law of the People’s Republic of China (Draft Revision for Public Comment) (the “Copyright Law Implementation Regulations”) for public comment. The deadline for comments is August 12, 2026.

The Copyright Law Implementation Regulations are an important supporting administrative regulation under the Copyright Law. The revision is primarily intended to implement the 2020 amendments to the Copyright Law and, in light of copyright administration practices and relevant international treaty requirements, refine rules on categories of works, ownership of rights, licensed use, related rights, technological measures, and administrative enforcement. For example, the draft further clarifies the scope of “audiovisual works,” refines rules on works of joint authorship, works created in the course of employment, and commissioned works, and addresses the evidentiary effect of registration certificates, record-filing of exclusive licenses, the boundaries of technological measures, and infringements that harm the public interest. Overall, the revision will further improve the operational rules for implementing copyright law and provide a clearer institutional basis for content creation, platform dissemination, copyright transactions, and infringement governance.
