National Cybersecurity Standardization Technical Committee Issues the Cybersecurity Standards Practice Guide—Guidelines for Individual Users on the Safe Use of Artificial Intelligence Services


On August 24, 2026, the Secretariat of the National Cybersecurity Standardization Technical Committee issued the Cybersecurity Standards Practice Guide—Guidelines for Individual Users on the Safe Use of Artificial Intelligence Services (TC260-PG-20267A, v1.0, hereinafter the “Guidelines”), jointly drafted by Zhongguancun Laboratory, Kuaishou, the China Electronics Standardization Institute, Alibaba Cloud, Ant Group and other organizations. Targeting individual users who access artificial intelligence services via the internet, the Guidelines provide security recommendations at three levels. First, improving security awareness: users should properly understand the limitations of AI capabilities and hallucination risks, treat generated results rationally, use AI in moderation, avoid emotional dependence, and remain alert to the risk of malicious use of AI. Second, guidance on safe use: the Guidelines set out nine measures, including choosing legitimate channels and filed large-model services, reviewing user agreements and privacy policies, disabling unnecessary permissions, exercising caution when entering sensitive information, cross-checking output results, and promptly installing security updates. Third, codes of conduct for use: users should use AI lawfully, respect the rights and interests of others, and comply with labeling obligations for AI-generated and synthetic content. The Guidelines may also serve as a reference for AI service providers in safeguarding user security.

Supreme People’s Court Issues the Decision on Amending the Interpretation of the Supreme People’s Court on Several Issues Concerning the Application of Law in the Trial of Civil Disputes over Copyright


On August 20, 2026, the Supreme People’s Court issued the Decision on Amending the Interpretation of the Supreme People’s Court on Several Issues Concerning the Application of Law in the Trial of Civil Disputes over Copyright (Fa Shi [2026] No. 18), effective September 1, 2026. The amendment mainly refines the rules on publication of works, fair use, and reprinting by newspapers and periodicals. First, it removes the limitation that a work must be made public by the copyright owner or with the copyright owner’s authorization in order to be regarded as “made public.” Second, it expands the scope of fair use for artistic works in public places from “outdoor public places” to “public places,” while restricting the installation, display, or public dissemination of such works in the same manner without authorization. Third, it clarifies that the statutory license for reprinting by newspapers and periodicals is in principle limited to approved printed newspapers and periodicals and their digital versions that are identical in content and layout; reprinting of published works between newspapers or periodicals and internet information service providers, or among internet information service providers, still requires authorization and payment of remuneration.
