Recently, in the field of intellectual property, the Trademark Law was adopted. In data security, the Cyberspace Administration of China and other authorities released the Measures for Network Data Security Risk Assessment, issued the Guidelines for Data Classification and Grading of Financial Information Services, the National Data Administration promoted the development of high-quality industry datasets, and TC260 solicited public comments on the draft revision of the Personal Information Security Specification and other standards. In regulatory enforcement, regulators continued to announce cases involving App personal information collection, AI-generated rumors, and data outbound transfer violations. Overseas, the EU advanced transparency for AI-generated content and simplification of the AI Act and consulted on a data breach notification template, while the United States, the United Kingdom, South Korea and other jurisdictions proposed bills, updated guidance, or released enforcement cases on AI governance, child protection, cybersecurity and personal information protection.

CAC and Two Other Authorities Jointly Release the Measures for Network Data Security Risk AssessmentIssue the Provisions on the Administration of Multi-Channel Distribution Services for Internet Information Content


On June 18, 2026, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, and the Ministry of Public Security jointly released the Measures for Network Data Security Risk Assessment (the "Measures"), which will take effect on August 20, 2026. The Measures mainly provide for the scope of application, assessment frequency, assessment methods, submission of assessment reports, management of third-party assessment institutions, and supervision and inspection for network data security risk assessments. In particular, network data processors that process important data must conduct risk assessments annually; where the security status of important data undergoes a major change that may adversely affect data security, they must promptly conduct a risk assessment of the changed part and the affected part; network data processors that process general data are encouraged to conduct a risk assessment at least once every three years.

TC260 Solicits Public Comments on Several National Standards, Including Data Security Technology - Personal Information Security Specification


On June 17, 2026, the National Information Security Standardization Technical Committee (TC260) publicly solicited comments on drafts of several national standards, including Data Security Technology - Personal Information Security Specification, Data Security Technology - Technical Requirements for Automated Tools to Collect Network Data, Cybersecurity Technology - Security Testing and Evaluation Methods for Critical Information Infrastructure, Cybersecurity Technology - Zero Trust Capability Maturity Model and Evaluation Method, and Cybersecurity Technology - Security Guidelines for Applications Involving Minors in Artificial Intelligence Technology. The deadline for comments is August 16, 2026.

Among these, Data Security Technology - Personal Information Security Specification is an important foundational national standard in the field of personal information protection. This revision, on the one hand, changes the standard title from "Information Security Technology" to "Data Security Technology" to further align with the Personal Information Protection Law, the Data Security Law, the Regulation on the Administration of Network Data Security and other current rules. On the other hand, it focuses on supplementing the legal bases for personal information processing, identification of sensitive personal information, collection of personal information by artificial intelligence and terminal products, unified account systems, conflicts with extraterritorial legal jurisdiction, personal information protection officers, and compliance audits. Overall, this revision reflects an extension of the personal information protection standard from the previous "full lifecycle security specification" toward "lawful bases for personal information processing + organizational governance + compliance in key scenarios," and has strong reference value for enterprises in subsequently updating privacy policies, establishing processing activity records, and building internal personal information protection compliance systems.

EU Developments


  1. European Commission Publishes the Final Version of the Code of Practice on Transparency of AI-Generated Content

On June 10, 2026, the European Commission published the final version of the Code of Practice on Transparency of AI-Generated Content (the "Code"). The Code is intended to help providers and deployers of generative AI systems comply with transparency obligations under Article 50 of the EU Artificial Intelligence Act (AI Act) relating to the marking, detection and disclosure of AI-generated content. The relevant transparency obligations will apply from August 2, 2026.

The Code is divided into two parts. The first is for providers of AI systems and mainly concerns machine-readable marking of AI-generated or manipulated audio, image, video and text content and ensuring that such content can be detected. The second is for deployers of AI systems and mainly concerns clear disclosure of deepfake content and AI-generated or manipulated text published on matters of public interest. Although joining the Code itself is voluntary, the relevant AI transparency obligations remain statutory obligations under the AI Act.

  1. European Parliament Approves Simplification Measures for the Artificial Intelligence Act

On June 16, 2026, the European Parliament approved simplification measures for certain rules under the EU Artificial Intelligence Act (AI Act). The measures are intended to reduce compliance uncertainty and duplicative compliance burdens for enterprises while maintaining the main institutional framework of the AI Act and its risk-based regulatory approach.

The simplification measures mainly include postponing the application dates for certain high-risk AI system obligations. Obligations for stand-alone high-risk AI systems will apply from December 2, 2027, while obligations for embedded AI systems that serve as safety components and are subject to EU product safety and market surveillance legislation will apply from August 2, 2028. For systems placed on the market before August 2, 2026, the watermarking obligation for AI-generated content is postponed to December 2, 2026. In addition, the amendments add prohibitions on "nudifier" applications and systems that assist in generating child sexual abuse material, and clarify the avoidance of duplicative regulation in the field of machinery product safety.
